2.0 SITE CHARACTERISTICS <br />The site occupies land adjacent to Whiskey and Trapper Sloughs near <br />the town of Holt. Since the early 1960's the land has acted as a disposal <br />site for drilling muds (Bentonite). The site was opened in 1960 and closed <br />in May, 1984. As part of closure and post closure requirements Arcady Oil <br />implemented a program of waste characterization and hydrogeological <br />investigation. Monitoring wells were installed around the site and soil <br />and groundwater samples were taken and analyzed. <br />Reportedly all data and documentation relating to the Arcady site has <br />been submitted to RWQCB in Sacramento. Part of this data was received and <br />has been preliminarily reviewed by The MARK Group. Significant <br />observations are as follows: <br />Requirements for a monitoring and reporting program for the Arcady <br />site were formulated by RWQCB in December 1982. Information <br />requirements included analysis for Co+3, Co+6, As and oil and <br />grease. Groundwater was to be monitored for elevation, various <br />metals, pH, etc. Sampling of surface waters in the adjacent <br />sloughs was also required. Reports were to be prepared quarterly. <br />Inspections of the Arcady site by RWQCB in February 1986 indicate <br />hazardous and designated levels of metals in the Arcady fill <br />material. <br />Available groundwater elevation data indicate a strong hydraulic <br />gradient from the slough levees towards the inner boundary of the <br />disposal site. It therefore appears that under normal conditions <br />product or leachate from the landfill would not migrate to slough <br />waters. <br />-3- <br />Inn
