Spinelli <br />Supervisor, Engineering <br />Subject: Work Plan <br />Petroleum Product Pipe Line <br />Holt, California <br />Gentlemen: <br />Following the submittal of our "Data Assessment and Work Plan" dated <br />March 31, 1986, we have received and reviewed the letter of 13 May, 1986 of <br />the California Regional Water Quality Control Board (RWQCB) — Central <br />Valley Region and its attachments: memorandum dated 2 May, 1986 from <br />Daniel Ward, and memorandum dated April 30, 1986 from Jeanine Jones of <br />Department of Health Services (DHS) and its attached memorandum dated April <br />30, 1986 from Marge Rouch of DHS. For ease of reference the memoranda from <br />Daniel Ward and Marge Rouch are referred to as MI and M2, respectively, in <br />the following response. <br />M2—item h As noted in page 3-3 of the Work Plan "a measured volume of <br />air was drawn over activated charcoal to extract volatile organic <br />materials." The sampling was not by NNu meter or other devices that <br />require calibration. No background air samples were taken since no <br />detectable levels of hydrocarbons were anticipated in the Holt area. <br />MI item 2, M2 item 2 : Testing in the first phase was to assess gross <br />contamination and attempted to establish the fuel finger print. For the <br />upcoming assessment, as noted in page 5-4, EPA method 602 will be used for <br />the analysis of groundwater samples. <br />MI item 3: The booms were removed since no sheen or any other observable <br />indications of fuel were seen on the waters of slough. If any fuel <br />products related to SP pipeline break appears to enter the slough water, <br />the booms will be reinstalled. <br />M1 item 4, M2 item 3: The locations of soil borings shown in Drawing 7 of <br />the Work Plan are preliminary and would be modified in the field as data <br />are being obtained. The purpose of the soil borings is to determine the <br />extent of fuel hydrocarbons in the soils.
