WORKPLAN <br />for <br />DIESEL SPILL CLEANUP <br />at <br />DANIELS ESTATES <br />Manteca, California <br />BACKGROUND <br />In May 1989, children from a nearby community cut a fuel line hose on an above- <br />ground diesel tank at the Daniels Estates construction site in Manteca, California. <br />Refer to Figure 1 for Site Location. An estimated 200-gallons of diesel fuel spilled <br />and covers an area of 15 feet by 12 feet, approximately 2 feet in depth. Refer to <br />Figure 2 for Site Plan. <br />American Environmental Management Corporation (AEMC) has been retained by <br />Beck Development to remove and dispose of the diesel contaminated soil. On <br />31 May 1989, an initial site investigation was performed by James Frumm, R.G., <br />R.E.A., of AEMC. <br />PHASE ONE: REMOVAL AND DISPOSAL OF DIESEL CONTAMINATED SOIL <br />Task 1: Excavation, Removal and Disposal of Soil <br />Under the supervision of an AEMC geologist, the area of <br />contaminated soil will be excavated with a backhoe to sufficiently <br />remove all contaminated soil. During excavation activities, the <br />excavated soil will be inspected both visually and with a photo- <br />ionization detection meter for contamination. <br />Task 2: Disposal of Contaminated Soil <br />Excavated soil will be placed in a covered, polyethylene lined disposal <br />bin until samples have been analyzed. Analytical results will <br />determine which disposal site landfills the contaminated soil. If the <br />total petroleum hydrocarbons-diesel (TPH-D) concentration equals or <br />exceeds 1,000 parts per million, the soil is considered to be a Class I <br />waste and will be transported to a Class I landfill. However, should <br />the TPH-D concentration fall below 1,000 ppm, the soil will be <br />transported to Forward Inc., Landfill San Joaquin County, California <br />for aeration. <br />All transportation and disposal will be performed by licensed waste <br />haulers and disposal facilities in accordance with all applicable state <br />and local regulations. <br />Tpbe <br />HT"( e-r Sr-c 2-0 <br />beck-01(m1) <br /> Page 2
