Prior to issuance of Cl" occupancy permit for this project, the applicant shall improve the intersection <br />of State Route 33/Ahern Road and Lehman Road/Interstate 5 southbound ramps as identified in <br />the Final Transportation Impact Analysis Report dated April 21, 2022. The traffic study identified 2 <br />mitigation options which include signal improvements or lane restriping. The applicant shall <br />coordinate the required mitigations with Caltrans. Written verification shall be provided to Public <br />Works indicating the mitigation is complete and corresponds to the TIS requirements. <br />k. Prior to issuance of an occupancy permit for this project, the applicant shall improve the <br />intersections at the Interstate 5 northbound ramps/Interstate 5 frontage road and Interstate 5 <br />frontage road/Ahern Road including restriping and road widening to accommodate turning <br />movements as identified in the Final Transportation Impact Analysis Report dated April 21, 2022. <br />The applicant shall work with Caltrans on the final design of these improvements and written <br />verification of Caltrans approval shall be provided to Public Works. <br />ENVIRONMENTAL HEALTH DEPARTMENT (Contact: [209] 468-3420) <br />a. Submit a Small Public Water System preliminary fiechnical report to the California State Water <br />Resources Control Board, Division of Drinking Water (Water Board) prior to issuance of building <br />permits and at least six months before initiating construction of any water related improvement, as <br />defined. The issuance of a permit to operate a small public water system by the local primacy <br />agency, EHD, is prohibited without the concurrence of the Water Board. Please contact Brian <br />Kidwell, P.E. with the SWRCB Division of Drinking Water at (209) 948-3963 concerning the <br />requirements for preliminary technical report submittal prior to issuance of building permits. <br />If the Water Board determines that an onsite well shall be used as the potable water source, a <br />permit application to operate Small Public Water System shall be submitted to the EHD for approval <br />prior to issuance of building permits. To issue a permit to operate, concurrence from the Water <br />Board is required. A yearly permit to operate a public water system will be required by the <br />Environmental Health Department prior to sign off of the certificate of final occupancy (San Joaquin <br />County Development Title, Section 9-1120.2 and 9-1115.9.). <br />The supplier must possess adequate financial, managerial, and technical capability to assure <br />delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br />Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br />Code, Section 116525 116570. <br />b. A soil suitability and nitrate loading study addendum incorporating existing and proposed staff and <br />customer use shall be submitted to the Environmental Health Department, indicating that the area <br />is suitable for septic system usage. The studies must be approved by the Environmental Health <br />Department prior to issuance of building permit(s). (San Joaquin County Development Title, Section <br />9-1105.2[d]). The fee will be based on the current schedule at the time of payment. The sewage <br />disposal system shall comply with the onsite wastewater treatment systems standards of San <br />Joaquin County prior to approval. <br />c. Submit Construction of an individual sewage disposal system(s) <br />under permit and inspection by <br />the Environmental Health Department is required at the time of development based on the Soil <br />Suitability & Nitrate Loading Study Addendum findings (San Joaquin County Development Title, <br />Section 9-1110.3 & 9-1110.4). <br />d. Submit 2 hardcopy sets, or 1 electronic version, of food facility plans to the Environmental Health <br />Department for review and approval prior to issuance Irk HA; <br />g permits) (California Retail Food <br />Code, Article 1, 114380).
