3. For each project phase, maintain records of (1) the construction start and end dates and (2) <br />the date of issuance of the first certificate of occupancy, if applicable. <br />b. Applicant shall obtain an Authority to Construct prior to construction. <br />cD Applicant shall comply with applicable District rules pertinent to the project. <br />8. CALIFORNIA DEPARTMENT OF TRANSPORTATION <br />a. At Intersection #3 (SR 33/I-5 Southbound Ramps/Lehman Road), the TIS recommends the <br />followings mitigation alternatives: <br />1. Convert and restripe the southbound approach to have two thru lanes with shared turning <br />movements and a subsequent lane drop downstream of the intersection and extend the <br />southbound shared through and leftturn lane to be 250 feet, or further based on HDM standards. <br />2. Install a traffic signal and a northbound left turn lane. <br />3. Either improvement would mitigate the southbound left turn queues exceeding the storage <br />capacity under Cumulative Plus Project conditions however, Caltrans prefers the intersection <br />signalization which would be safer as this is a four -legged intersection. Per Appendix E, Signal <br />Warrant Analysis Worksheets, Signal Warrant is met under EPAP, EPAP+P, Cumulative, <br />Cumulative + P. <br />b. Intersection #3's southbound left turn lane on Ahern Road is coded 180 feet in Synchro but the <br />report suggests 250 feet. Please refer to Table 9.3 and 9.4 of the mitigation sections. The <br />southbound left turn lane should be extended to 300 feet storage plus taper and deceleration length <br />in order to avoid thru lane blocking under EPAP, EPAP+P, Cumulative, and Cumulative + P. <br />c. The northbound left turn lane on Ahern Road (SR 33) at Intersection #3 should also be extended <br />fI om 200 feet to 300 feet as there is room for both NB and SB left turn extensions. <br />d. Some portions of the I-5 ramps and SR 33 Access Road are access restricted. A more detailed <br />map showing the project site's location in relation to the I-5 ramps and SR 33 Access Road is <br />needed to confirm that the proposed project does not conflict with those access restrictions. Please <br />submit this map to Caltrans for review and comment prior to project approval. The revised site plan <br />should show roadway stations and distance to verify with the access control. According to State <br />R/W map, the proposed driveway needed to be beyond station 12+50. Also, for on-ramp future <br />widenings a 12400t lane and 8400t shoulder is well within the 50 feet shown in this map. Please <br />provide a detailed site plan to show where (station to verify the location of the proposed driveway) <br />the proposed access driveway would be as reference to this map. <br />e. All construction must be set back at least 20 feet from the State Right -of -Way for future <br />improvements to the I-5 ramp and the SR 33 access road. <br />fI <br />The above setback will require the relocation of the proposed storage basin. Please submit to <br />Caltrans for review and comment the pre and post construction runoff calculations and drainage <br />plans to understand flow patterns. <br />1. The proposed site development is near the state route. The developer needs to ensure that the <br />existing State drainage facilities will not be significantly impacted by the project. If historical <br />undeveloped topography shows drainage from this site flowed into the State Right -of -Way, it <br />may continue to do so with the conditions that peak flows may not be increased from the pre - <br />construction quantity and the site runoff be treated to meet present storm water quality <br />standards. If historical undeveloped topography shows drainage from this site did not flow into <br />the State Right -of -Way, then it will not be allowed to flow into the State Right -of -Way at this time. <br />PA -2100077 —Conditions of Approval 8 <br />
