I would not approve something that did not meet 74-90 or 74-81. The driller would
need to provide a 2 inch well seal. This particular issue was not covered in any conversation with Mike. If it is part
of the plan then my staff reviewed it and did not catch the well seal not being large enough. I will see check and
get back to you, but I can say now they would need to provide 2 inch annular seal. DWR
Well Standards 74-90, section 9C: Radial thickness of Seal states in part:A minimum of two inches of
sealing material shall be maintained between all casings and the borehole wall...At least two inches of
sealing material shall also be maintained between all casings in a borehole...etc. Based on this alone, I
wouldn't approve the well design. Mike is calling for a 2-inch diameter well with a 1-inch diameter well in
a 6-inch diameter boring. Can you check with your staff and discuss. Let me know. Much appreciated.
From: Michael Carroll [mailto:mcarroll@sjgov.org]
Sent: Monday, May 20, 2013 10:36 AM
To: DelFrate, Todd@Waterboards
Subject: RE: Replacing groundwater wells at several San Joaquin County Landfills
Hi Todd,
We checked with them at the start of this process, they seem fine with it,and have approved the Plan
that you received last week(figures showing diameter and two risers included). So it seems all is OK on
this.
Mike
W.Michael Carroll,PE
Phone(Direct):209-468-8504
5/20/2013
