HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 96201 <br />(209) 468-3000 FAX (209) 468-2999 <br />www.sjgov.org/pubworks <br />a <br />r r <br />SUBJECT: THIRD QUARTER 2013 LANDFILL GAS MONITORING DATA AND <br />REMEDIATION PLAN AT THE HARNEY LANE SANITARY LANDFILL <br />Dear Mr. McClellon: <br />Enclosed, please find the Third Quarter Landfill Gas Monitoring Data for the closed Harney Lane <br />Landfill. <br />This letter is submitted in conformance to Section 20937 (a) (2)(B) of Title 27, describing <br />measurement of methane concentration at two perimeter migration monitoring wells above the <br />regulatory limit of 5%. <br />Please also consider this letter the description of the Remediation Plan required by Section <br />20937 (a) (3). Note that although Section 20937 (a) (3) requires that we implement a remediation <br />plan within 60 days of detection, implementation of remediation began immediately after these <br />detections. <br />GW -1 (Deep probe) 5.1% <br />GW -11 (Deep probe) 12.6% <br />(Middle probe)15.6% <br />Trace gasses were not measured. <br />All monitoring points were in compliance during recent monitoring (July 6, 2013). <br />Well GW -1 is adjacent to structures in the itinerant labor facility west of the landfill (Figure 1). The <br />soil beneath the foundations of the structures was monitored on August 16. Methane <br />concentrations were zero or at the lower limit of detection for our instrument; therefore, we do not <br />consider the detection at that well to indicate a threat to human health and safety. <br />Well GW -11 is located in the general vicinity of a residence to the east of the landfill property <br />boundary. We contacted the resident of the house and, with her permission, verified that <br />combustible gas was not detectable within the structure or exterior conduits that could provide a <br />path for landfill gas to the structure. Therefore, we do not believe that human health and safety is <br />threatened at this location. <br />
