Mr. Robert McClellon 0 • Page 2 <br />THIRD QUARTER 2013 LANDFILL GAS MONITORING DATA AND REMEDIATION PLAN AT <br />THE HARNEY LANE SANITARY LANDFILL <br />Our most recent monitoring of the LFG collection system wells indicated negative pressure at all <br />wells as is required by our Air Quality Management Permit, thus landfill gas was being collected <br />from these areas of the landfill. However, there were indications that settlement of the landfill gas <br />pipes (caused by the settlement of the landfill itself) was beginning to cause accumulation of <br />landfill gas condensate within the pipes. Such accumulation would gradually obstruct the flow of <br />landfill gas from the wells. We began investigating this issue at the start of the fiscal year when <br />funds became available, and believe we have identified the problem areas. In addition, we <br />discovered a malfunctioning pump, which has been replaced. <br />Differential settlement of the landfill gas header is a problem which we continue to address. We <br />have adjusted and reset significant portions of the LFG header in recent years (Figure 1). <br />Steps taken prior to those identified in the Remediation Plan include installing a temporary pump <br />in the condensate sump CS -4 to remove landfill gas condensate and adjusting the wells in the <br />area that is affected. <br />Remediation Plan (in accordance with Section 20937 (a) (3)) <br />Corrective actions to be taken to address this issue include: <br />• Replacing the temporary condensate sump pump with a permanent pump <br />• Re -setting the portions of the LFG header at which landfill settlement has caused <br />accumulation of condensate and obstruction of the flow of landfill gas <br />Re -setting the LFG header will require 60 days to complete. Work to determine the problem <br />areas began in July of this year. <br />We have full confidence that migration control can be restored, bringing soil gas concentrations <br />back into compliance. <br />If you have any questions, please contact me at extension 8-8504. <br />Sincerely, <br />W.
