ADVISORY - ACTIVE SOIL GAS INVESTIGATIONS <br />practical and preferred for many geologic materials, and, with care, can be successful in <br />fine-grained soils. <br />2.2 TECHNICAL DOCUMENTS <br />Each soil gas investigation should have two technical documents: a workplan that <br />describes the investigation in detail, and a report that summarizes the results of the <br />investigation and the analysis of data. The workplan should incorporate the CSM and <br />DQ0s as a framework for the planned investigation. The CSM should be updated <br />during the investigation as data gaps are addressed. <br />2.3 WORKPLAN <br />A workplan should be prepared and submitted to the regulating agency for review and <br />approval according to the agreed upon schedule. Any variations or deviations from this <br />Advisory should be specified in the workplan. The workplan should include a CSM, <br />sampling and analysis plan (SAP), and DQ0s. The decision making criteria for step-out <br />sampling should be included in the workplan. <br />The workplan should have contingences to address unexpected field conditions, such as <br />larger than anticipated contaminant plumes, low flow or no flow conditions, and <br />resampling when anomalous data are obtained. Anomalous data are defined as data <br />which are inconsistent with the CSM. Additional points may be required to resolve <br />anomalies. <br />The regulating agency should be informed of any problems, unforeseen site conditions <br />or deviations from the approved workplan. If modifications to the approved workplan are <br />going to be implemented, the regulating agency should be notified and provided an <br />opportunity to review the changes prior to implementation. Changes made without prior <br />agency approval should be clearly documented in subsequent reports, including <br />justification for these changes. <br />The project proponent should notify the regulating agency 10 working days prior to <br />implementation of field activities. All necessary permits and utility clearances should be <br />obtained prior to conducting any investigations described in this Advisory. <br />Project tasks and time lines, including dates anticipated for initiating and completing <br />sampling activities, should also be included in the workplan or discussed with the <br />agencies in writing. <br />2.3.1 Elements of the Workplan <br />Specific information that the regulating agencies will expect to see in a workplan include <br />the following: <br />1) Site background, including known or inferred extent of contamination, potential or <br />known areas of concern and pertinent features such as existing or former sumps, <br />July 2015 3
