3 HAZARD REDUCTION <br />3.1 General Safety Requirements <br />Practical engineering and geological information, experience, and accepted practices will be employed, as <br />necessary, to control site safety while carrying out the proposed site assessment and remediation work. The <br />following requirements will be observed: <br />The California Underground Services Alert (USA) will be notified prior to operation (1[800] 422- <br />4133), and power lines and pipelines will be shut down, locked out and tagged, as appropriate. <br />Eating, smoking, and drinking will be allowed only in designated support areas. Site personnel will <br />wash their hands and faces thoroughly prior to eating or drinking. <br />Respirators, where used, will be cleaned, sanitized, inspected, and maintained by employees after <br />each use. <br />Fire extinguishers will be located in vehicles, heavy equipment and at the work area. Extinguishers <br />are to be used for small incipient stage fires, and egress from the area, only. <br />At least one adequately stocked first aid kit will be onsite during work activities. Only personnel <br />certified in first aid and CPR will render first aid as necessary. At least two persons certified in First <br />Aid & CPR should be on the site during work activities. <br />Drill rig masts and cranes shall be lowered when winds exceed 25 m.p.h. <br />Personnel will be provided beverages, shaded brake areas and regular breaks to minimize potential <br />for heat stress. <br />Project personnel entering high-noise areas (>85 dBA) will be required to wear hearing protection. <br />The Site Responsible Person, or designee, shall prepare a Site Hazard Communication Program <br />(HCP), which will include an inventory list and MSDS for all hazardous materials brought on to the <br />site. MSDS for site waste(s) are included in this HASP, in Attachment D. <br />All site personnel shall be trained on the site HCP and hazards associated with the chemicals in use. <br />3.1.1 Safety Inspections <br />Walk-through safety inspections of the work area will be conducted daily before the start of work and as <br />conditions change. The results of these surveys will be communicated to the work crews during regularly <br />scheduled "tailgate" safety meetings.
