1N JOAQUIN COUNT PROGRAM; RECREATIONAL HEATH PAGE 1 OF 2 <br /> ENVIRONMENTAL <br /> HEALTH POLICY/PROCEDURE: EFFECTIVE DATE: SUPERCEDES: <br /> DEPARTMENT 7-1-201 06-04 <br /> APPROVED BY: Donna Heran, REHS, Director <br /> TITLE OF POLICY/PROCEDURE: POOL, SPA, and WADING POOL REQUIREMENTS FOR <br /> REPLASTERING OR RESURFACING <br /> POLICY <br /> Prior to replastering or resurfacing any public pool, spa, or wade pool, the San Joaquin County <br /> Environmental Health Department (EHD) requires that the pool be inspected to verify <br /> compliance with the California Health and Safety Code and the California Code of Regulations. <br /> The purpose of this inspection is to identify any structural repairs/retrofits and/or installation of <br /> safety devices that must be completed prior to re-opening the pool. <br /> PROCEDURE <br /> A. An application for a Consultation Inspection must be submitted to the EHD, along with the <br /> applicable fee, at least 48 hours prior to the inspection. <br /> B. The inspection must be done before the replastering or resurfacing is performed, preferably <br /> when the pool is empty and sandblasted. <br /> C. Compliance with all of the following requirements, where applicable, must be verified by <br /> EHD staff prior to application of the plaster or resurfacing material. <br /> 1. For spa pools that do not have split suction lines for the circulation and booster pump, the <br /> suction lines must be split and have a tee connection with a three-foot separation between <br /> grates, to reduce the hazard of a suction entrapment. Approved anti-vortex main drain <br /> covers are required on all split suction lines. <br /> 2. For pools that are six-feet deep or less, the main drain shall be split and have a tee <br /> connection with a three-foot separation between grates to reduce the hazard of a suction <br /> entrapment. <br /> 3. For spa pools with one skimmer, the equalizer line shall be split and have a tee <br /> connection with a three-foot separation between suction lines. They shall also be fitted <br /> with approved anti-hair entanglement covers. <br /> 4. All skimmers with equalizer lines must be fitted with approved anti-hair entanglement <br /> type grates. See item#5 for rating requirements. <br /> 5. Any public pool, spa, or wade pool must have approved-type anti-vortex main drain <br /> covers and anti-hair entanglement equalizer line covers installed. The suction fittings <br /> shall be ANSFASME Al 12.19.8M rated with a maximum GPM flow imprinted on the <br /> fitting. <br /> Hand railing must be provided over all stairs, extending from the deck to the bottom step <br /> tread. The upper railing surface shall not be less than28 inches nor more than 36 inches <br /> above the deck and each step tread. <br />
