JYMYv&ffioore
Geotechnical&Environmental Sciences Consultants
May 23, 2019
Project No. 403488001
Mr. Kyle Cockerham
Site Cleanup Unit
Regional Water Quality Control Board, Central Valley Region
11020 Dun Center Drive, Suite 200
Rancho Cordova, California 95670
Subject: Site Assessment Work Plan
Stockton Courthouse
180 East Weber Avenue
Stockton, California
Case No. 2050519
Dear Mr. Cockerham:
Ninyo & Moore is pleased to present this Site Assessment Work Plan (Work Plan) to the Regional
Water Quality Control Board, Central Valley Region (Central Valley Water Board, RWQCB) on
behalf of the Judicial Council of California (JCC) for additional site assessment at the Stockton
Courthouse located at 180 East Weber Avenue in Stockton, California (Site). The additional Site
assessment activities we propose are related to two underground storage tanks (USTs) and a soil
area-of-concern (AOC) that were discovered during Site redevelopment in 20141. The Site location
is shown on Figure 1, and the USTs and soil AOC location is shown on Figure 2.
Following discovery of the two USTs and soil AOC, the USTs were removed and soil excavation
was performed to the extent feasible during redevelopment, resulting in the removal of 260 cubic
yards of impacted soil and 4,000 gallons of groundwater. Seventeen soil samples and two grab
groundwater samples were collected from these areas. These activities and results are described
in Ninyo & Moore's 2014 report.
Total petroleum hydrocarbons (TPH) as motor oil (TPHmo), diesel (TPHd), and gasoline (TPHg);
volatile organic compounds (VOCs); and polycyclic aromatic hydrocarbons (PAHs) were detected
in soil and groundwater samples. Some TPH and PAH detections exceeded Regional Water
Quality Control Board, San Francisco Bay Region December 2013 Environmental Screening Levels
i Ninyo & Moore 2014.
