(ESLs) for Commercial/Industrial soil. VOC detections, other than naphthalene, in soil and <br /> groundwater did not exceed Tier 1 ESLs. <br /> In their February 26, 2019 letter, the Central Valley Water Board requested additional assessment <br /> so that a Conceptual Site Model (CSM) can be prepared and the case can be evaluated for closure. <br /> SCOPE OF SERVICES <br /> Ninyo & Moore's scope of services for the Site assessment will include collecting soil and <br /> groundwater samples from proposed boring locations in order to define the lateral extent of <br /> constituents of potential concern (COPCs). Prior to boring installation, two encroachment permit <br /> applications (for E. Weber Avenue and E. Main Street borings) will be submitted to the City of <br /> Stockton and one drilling permit application will be submitted to San Joaquin County. <br /> Seven soil borings (B-1 thorugh B-7) will be advanced for soil and groundwater sampling purposes. <br /> Two soil samples will be collected in the vadose (unsaturated) zone from each boring where physical <br /> signs of contamination, such as odors or staining, are observed. One groundwater sample will be <br /> collected from each boring where groundwater is first encountered and submitted to a State of <br /> California-certified laboratory for chemical analysis. The analytical results for the soil and <br /> groundwater samples will be tabulated and compared to the RWQCB January 2019 Tier 1 ESLs. <br /> PRE-FIELD ACTIVITIES <br /> Prior to beginning subsurface field activities, the following activities will be completed. <br /> Permitting <br /> Prior to boring installation, two encroachment permit applications (for E. Weber Avenue and E. Main <br /> Street borings) will be submitted to the City of Stockton, and one drilling permit application will be <br /> submitted to San Joaquin County (the County). The Site will be marked with the proposed boring <br /> locations; and USA will be notified no less than 72 hours prior to drilling activities to clear the boring <br /> locations of utilities. A private utility locator will also be used to clear the boring locations. <br /> Site-Specific Health and Safety Plan <br /> A site-specific health and safety plan (HASP) will be prepared and used on Site. The HASP will <br /> include a detailed description of Site-specific hazards including construction job-site hazards as <br /> well as environmental hazards related to previously documented Site chemical impacts.
