San Joaquin St. <br /> Stockton, CA 95202 <br /> SUBJECT: NORTH COUNTY SANITARY LANDFILL <br /> PERMIT APPLICATION REVIEW <br /> Dear Mr. Padilla: <br /> Pursuant to staff meetings regarding unfinished items for the <br /> permit application process, I am submitting additional information <br /> and amendments to the project RDSI. <br /> A revised Permit Application and amendments to the RDSI are <br /> enclosed and include 3 additional appendices to the RDSI. <br /> Additional enclosed information is as follows: <br /> 1. We are providing a copy of County Resolution R-90-1190 <br /> which specifically establishes the required funding financial <br /> mechanisms for the project. A copy was sent to the CIWMB <br /> financial assurance section on October 1, 1990. <br /> 2. The San Joaquin County EPA generator general number is CAD <br /> 981404395. The Emergency EPA generator number is CAS <br /> 111111039. These numbers will be used for the handling and <br /> disposal of any hazardous wastes generated for the load <br /> checking program. Additionally, battery disposal will be <br /> prohibited at the site. Any batteries found during the load <br /> checking program will be excluded or processed as provided for <br /> in the load checking plan. <br /> 3 . The factor for converting cubic yards of waste to tons used <br /> for the RDSI is 0° 184° <br /> It is our understanding that it is not possible to permit the site <br /> at this time with recycling and composting included in its <br /> operation because the Waste Board would require additional CEQA <br /> review. The additional CEQA review would delay the site opening <br /> past the closure date for the existing Harney Lane Landfill. <br />
