STATE OF CALIFORNIA 1 GEORGE DEUKMEJIAN, Governor <br />CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br />1020 NINTH STREET, SUITE 300 <br />SACRAMENTO, CALIFORNIA 95614 <br />yffii. <br />F <br />October 23, 1990 <br />Ed Padilla <br />County of San Joaquin <br />Public Health Services <br />1601 East Hazelton Avenue <br />Stockton, CA 95201 <br />Subject: North County Sanitary Landfill, San Joaquin County. <br />Dear Mr. Padilla: <br />Staff of the California Integrated Waste Management Board (CIWMB) <br />have reviewed the Final Environmental Impact Report (FEIR) and <br />the Report of Disposal Information (RDSI) for the proposed North <br />County Landfill to determine whether the scope of the proposed <br />project has changed, and whether additional clarification is <br />necessary. <br />The certified FEIR prepared by the San Joaquin County Department <br />of Public Works describes the project as a replacement site for <br />the Harney Lane Sanitary Landfill, which is expected to reach <br />capacity by 1990 (anticipated closure is October 1991). The Site <br />Development Plan included in the FEIR states that the County is <br />proposing to develop a 320 -acre parcel into a Class III facility, <br />with a waste disposal capacity of approximately 17.3 million <br />cubic yards, and a service life of 36 years. The FEIR states <br />that the facility design will incorporate a dendritic Leachate <br />Collection and Recovery System (LCRS), as an additional <br />groundwater protection measure, to intercept leachate generated <br />by the landfill. A detailed description of the LCRS was not <br />included in the FEIR. <br />The RDSI prepared for the proposed project states that the <br />site will encompass 320 -acres, of which 185.4 will be used for <br />landfilling. It appears that there will be a reduction in <br />acreage. The LCRS described in the RDSI will consist of a clay <br />liner, a dendritic network of perforated pipes, a geotextile <br />
