WASTE DISCHARGE REQUIREMENTS FOR -3-
SAN JOAQUIN COUNTY
NORTH COUNTY SANITARY LANDFILL
CLASS III LANDFILL
SAN JOAQUIN COUNTY
landfill and the screening berms, and finally reconnected to the natural
channels (Attachment "B").
16. The beneficial uses of these surface waters are domestic, municipal ,
agricultural , and industrial supply; ground water recharge; recreation;
esthetic enjoyment; fresh water replenishment and habitat; spawning;
wildlife habitat; and the preservation and enhancement of fish, wildlife and
other aquatic resources.
OPERATION OF FACILITIES
17. A pub Iis drop-off and recycling center wi11 benear the facility
entrance. The landfill will be open to the publ' c;but they will not be
allowed past the public drop-off point. The recycling center will accept
most recyclable materials, including household hazardous waste.
18. A hazardous waste exclusion program will be implemented at the facility.
This program consists of checking all loads received at the on-site public
drop-off and recycling center. No public vehicles will be allowed to unload
at the active face. Loads will be unloaded at the public drop-off center
and taken to the active face by facility vehicles. County, franchised, and
commercial vehicles will go directly to the active face, where they will be
visually inspected as they unload.
19. :!{ :. : ....::::.::::. .. ii::••.: ::i:•:.:.:.: :is.:..::T'::::i't: :..:::i' . 0.::.:.::..i':+'::'::i:::ti-'•:.:::.:::.i'.::i: `.:..i.:::ii.::i'{y:.ii'i :.:Y.i::.
0027
is-
............... s current
glans indicate that tie"proposed'Class"ITT landfill will reach capacity, at
the earliest. by the veer 2026. These wells will be used
to monitor ground water with respect to the initial fill modules 1 and 2.
More ground water monitoring wells will be installed as operations proceed
to other modules.
DESIGN OF WASTE MANAGEMENT UNITS
21. The Discharger's data demonstrate that natural geologic materials between
the base of the class III landfill and ground water will prevent impairment
of beneficial uses of ground water from the discharge of 'nonhazardous solid
wastes' to the landfill. However, the landfill will also be lined with a 60
mil high density polyethylene (HDPE) liner, overlain by a dendritic leachate
collection and removal system (LCRS).
