Modules 1 <br /> and 2 will be constructed first, and will be the initial landfilling area. <br /> Liner construction will consist of a 60 mil High Density Polyethylene (HDPE) <br /> liner with a permeability of less than 10'6 over six inches of compacted soil <br /> with a permeability of 10-4 or less. HDPE liners and leachate collection and <br /> removal systems (LCRS) will be constructed in each of the modules. This will <br /> mitigate the possible migration of leachate to ground water. The possibility <br /> of increased sedimentation of South Paddy Creek will be mitigated by the <br /> construction of wide, shallow perimeter ditches in which vegetation will be <br /> encouraged. The ditches will reroute South Paddy Creek around the landfilling <br /> area. <br /> A public drop-off and recycling center will be operated on-site. No public <br /> vehicles will be allowed to discharge at the active face. Instead, they will <br /> unload at the public drop-off point so that the load can be checked for <br /> hazardous wastes. The loads will also be checked for any recyclable wastes at <br /> that time. <br /> JKT:RAE:mkk <br />
