Box 1810 <br /> Stockton, CA 95201 <br /> 779RD QUAR7ER 1991 MONITORING REPORT, NORTH COUNTY SAWTARY <br /> LANDFIL4 SAN JOAQUIN COU N7Y(CASE# 3161) <br /> We have reviewed the 9 October 1991 Third Quarter 1991 Monitoring Report (Report) <br /> submitted by EMCON Associates on behalf of North County Sanitary Landfill (County). <br /> We found the presentation of the information in the Report to be acceptable and the <br /> County in compliance with Waste Discharge Requirements Order No. 91-021 and <br /> Monitoring and Reporting Program No. 91-021. <br /> We did note that the ground water gradient for the third quarter was to the southwest. This <br /> data is consistent with the data submitted for the two previous quarters and indicate that <br /> there has been a shift in the ground water gradient from the south to the southwest. Since <br /> monitoring well, MW1, is no longer upgradient, the County must now install a new <br /> upgradient well. The County can still use the information obtained from MW for the <br /> formulation of Water Quality Protection Standards. The County should submit a workplan <br /> that includes the location, construction details, and a rationale for the location and <br /> construction of the new monitoring well. <br /> Under the new Article 5 of California Code of Regulations, Title 23, Chapter 15, which <br /> went into effect on 1 July 1991, the County must provide a financial assurance instrument <br /> for a reasonably foreseeable release, by 1 January 1992. The County should be aware of <br /> the other Article 5 requirements and the due dates associated with them. <br />
