PAYNE <br />DEPUTY DIRECTOR <br />TO: Ed Padilla <br />Senior Registered Environmental Health Specialist <br />Environmental Health Division <br />Public Health Services <br />FROM: Tom Horton <br />Solid Waste Ma ger <br />SUBJECT: RECYCLING ACTIVITIES AT THE NORTH COUNTY RECYCLING <br />CENTER AND SANITARY LANDFILL <br />During the permitting process for the above facility, you informed <br />us that before the County could begin performing recycling <br />activities at its new public drop-off facility, the new Solid Waste <br />Facility Permit had to be revised to allow for recycling. <br />Subsequently, on October 11, 1991, the Governor signed Assembly <br />Bill 1760, Chapter 849. Section 42170, (c), of this Bill indicates <br />that solid waste facility operators shall not be required to revise <br />their solid waste facility permits to recover recyclables. <br />It appears that, based on this legislation, it is no longer <br />necessary to proceed with a permit revision to separate recyclables <br />at the new public drop-off facility.
