The general provisions of CFR1910/1926 apply. <br />Wear hearing protection in the immediate vicinity of heavy equipment. <br />3.3.2 Drilling <br />Safe work practices for personnel during drilling operations include the following: <br />All overhead and buried utilities must be surveyed, located, marked, and noted prior <br />to exploratory boring or excavation activity; <br />The drill rig, shall not be operated within 20 feet of a power line. Remember that hoist <br />lines and overhead power lines can be moved toward each other by the wind; <br />All drilling and downhole sampling equipment must be cleaned before arriving on <br />site. Drilling or downhole sampling equipment must be decontaminated after each <br />use. Cleaning should be done with a hot-water pressure washer or with an <br />Alconox/distilled water rinse; <br />Work in less contaminated areas should be conducted first, where practical; <br />The minimum number of personnel necessary to achieve the objectives should be <br />within 25 feet of the drilling or excavation activity. If emergency personnel, backup <br />contract/subcontract personnel or observers are at the site, they should remain 25 feet <br />from the drilling or downhole sampling activity, when practical; <br />Be aware of the potential for vapors to reach explosive concentrations in confined <br />spaces and the flammability of the volatile organics. Provide adequate ventilation, do <br />not allow smoking, and keep hot motors/pumps and/or electrical equipment away <br />from areas with vapors. Confined spaces present special hazards. Do not enter <br />confined spaces without adequate training and preparation; <br />When sampling soil, water or product, neoprene or nitrile gloves should be worn to <br />prevent skin contact with sampled media; and <br />Air-purifying respirators shall be accessible for immediate use and managed in <br />accordance with OSHA's Respiratory Protection Standard. <br />Additional safety procedures for monitoring drilling activities include: <br />The drill rig shall not be driven from hole-to-hole with the mast in the raised position; <br />Surveying of overhead and buried utilities is required on every boring. They should <br />be located and emphasized on all boring location plans and boring assignment sheets; <br />When overhead electrical power lines exist at or near a drilling location, consider all <br />wires to be alive and dangerous; <br />Watch for sagging power lines before entering a site. Do not lift power lines to gain <br />entrance. Call your supervisor or project engineer; <br />Underground electricity is as dangerous as overhead electricity. Be aware and always <br />suspect the existence of underground utilities such as electrical power, petroleum <br />products, telephone, sewer and water; <br />It is the responsibility of the driller to be aware of the dangers of underground utilities <br />and to be on the watch for physical signs of underground utilities. However, the initial <br />responsibility of locating, emphasizing the on-site plan and contacting utility owners <br />lies with the project engineer. <br />The operator of a drill rig should never leave the controls when the rig is in operation. <br />If the operator must leave the controls, the transmission controlling the rotary must <br />be placed in the neutral position and the feed control lever in neutral.
