THA /Chemical Storage Facility/1010 Industrial Drive, Stockton CA / Drilling HASP 4 <br />leaves the vicinity of the rig, the drill engine must be shut off; <br />Practice good housekeeping by keeping excess material well out of the way and in a <br />neat pile. All tools and equipment should have its own place and when not in use they <br />should be stored there; <br />Use protective clothing, as warranted. Hardhats, close-fitting gloves, welding glasses, <br />safety glasses, safety belts, safety boots, etc. will be worn when appropriate; <br />Ear protection must be worn by employees drilling in an enclosed area (i.e., next to <br />high walls or buildings) and when core drilling for a 6- to 8-hour period. OSHA <br />regulations require that ear protection be worn by employees exposed to noise at or <br />above 90 decibels (on a time weighted average); and <br />Running is generally not allowed, except in a life-threatening situation. <br />3.3.3 Collection of Soil Samples <br />Dermal contact may occur if care is not taken to avoid contact with skin. Nitrile or neoprene <br />gloves are required when collecting samples along with any other pertinent PPE (safety glass, <br />hearing protection, etc.) <br /> <br />4. PERSONNEL TRAINING REQUIREMENTS <br />Workers are required to be trained in accordance with OSHA 29 CFR 1910.120 covering <br />Hazardous Waste Operations and Emergency Response and OSHAs 29 CFR 1926 <br />Construction Industry Standards. At a minimum, all personnel are required to be trained to <br />recognize the hazards on-site and the provisions of this HASP. <br /> <br />4.1 Pre-Assignment and Annual Refresher Training <br />Prior to arrival on site, each employer will be responsible for certifying that the employees <br />meet the requirements of training, consistent with OSHA 29 CFR 1910.120 paragraph (e)(3) <br />or (e)(9). The employer should be able to provide a document certifying that each general site <br />worker has received 40 hours of instruction off the site, and 24 hours of training for any workers <br />who are on site only occasionally for a specific task. If an individual employee has work <br />experience and/or training that is equivalent to that provided in the initial training, an employer <br />may waive the 40-hour training so long as that equivalent experience is documented or <br />certified. All personnel must also receive 8 hours of refresher training annually. <br /> <br />4.2 Training and Briefing Topics <br />The Site Supervisor(s) will discuss the following items at the site pre-entry briefing(s) and at <br />periodic tailgate safety meetings: <br />Emergency Action Plan (EAP) <br />Physical hazards <br />Chemical hazards <br />Emergency response plan <br />Air Monitoring <br />Training requirements <br />Animal bites and stings <br />Respiratory protection <br />Medical surveillance <br />Site control <br />R.IProjectsITHA1003-Stockton Phase II ESAIDrillingIHASP McGinley and Associates, Inc.
