SITE-SPECIFIC HEALTH AND SAFETY PLAN FOR WELL INSTALLATIONS <br />Emergency Response <br />May 4, 2017 <br />1.6 EMERGENCY RESPONSE PROCEDURES: SPILLS OR CUT LINES <br />Prior to any ground disturbance activities, Stantec's Pre-Ground Disturbance Worksheet (SWP <br />213a) and CEMC's Ground Disturbance Review Checklist MUST be completed. Documents are <br />located in Attachment 3 of this HASP. <br />In the event of a spill/release, follow this plan: <br />Stop Work, stabilize the situation, and secure the site. <br />Stay upwind of the spill/release. <br />Wear appropriate PPE. <br />Turn off equipment and other sources of ignition. <br />Turn off pumps and shut valves to stop the flow/leak. <br />Plug the leak or collect drippings, when possible. <br />Use sorbent pads to collect product and impede its flow, if possible. <br />Call Fire Department immediately if fire or emergency develops. <br />Notify the SHSO as soon as possible. The SHSO is responsible for notifying the Stantec <br />Project Manager. <br />Based on agreements, contact the emergency spill contractor for containment of free <br />product. The contacts for this project will be City of Stockton Fire Department and <br />Chevron Emergency Response. <br />Do not transport or approve transportation of contaminated soils or product until proper <br />manifests have been completed and approved. Be aware that soil/product may meet <br />criteria for hazardous waste. <br />Do not sign manifests as generator of wastes unless you have been given appropriate <br />training and approval for signing on behalf of the generator. Contact the Stantec <br />Project manager or a Waste Compliance Manager to discuss waste transportation. <br />The Stantec Project Manager will initiate the incident reporting procedure listed in Section 1.7. <br />CEMC will own the incident investigation and reporting process for spills and releases that occur <br />on their sites, including assessment and classification of the incident. <br />Stantec <br />9
