In 1987, the San Joaquin County Local Health District, Environmental Health Department began <br />performing tank tests to monitor the integrity of the five underground storage tanks. No reports <br />indicate leakage from these tanks. By 1990, the five tanks were excavated and removed from the <br />site. Soil samples taken during the removal indicate the presence of benzene, toluene, xylene, and <br />ethyl benzene. Thus, the California Cedar Products Company was placed on the low priority <br />Contaminated Site List. There are plans to pursue remediation action at the site. A March 1989 <br />inspection discovered a solid waste container (containing liquid waste with a high pH) that was <br />discharging liquid into a storm drain. The California Cedar Products Company corrected this <br />problem by moving the container. <br />In May 1975, the City of Stockton, Municipal Utilities Department became involved with the site <br />when a pump station at Orange and Sonora streets had a wax build-up that was attributed to the <br />California Cedar Products Company site. Continuous wax build-up occurred at various locations <br />within the sewer line. The California Cedar Products Company has resolved all incidences <br />regarding the city sewer lines. In October 1978, the City of Stockton, Municipal Utilities <br />Department issued a wastewater discharge permit for the California Cedar Products Company. <br />In 1974, the San Joaquin Valley Unified Air Pollution Control District issued permits for various <br />operations at the California Cedar Products Company site. Inspections of the site are conducted <br />quarterly and there have been numerous notices of violations and corrections of these violations. <br />The depth to groundwater beneath the site is 12 feet to 25 feet below ground surface. Geological <br />materials between ground surface and groundwater are characterized as sands and clays. The <br />nearest drinking water well is 1.25 miles east of the site. Three water companies within Stockton <br />serve an approximately 225,000 people. A total of 45 municipal drinking water wells are within 4 <br />miles of the site. <br />The nearest surface water body is the Mormon Slough, approximately 0.20 mile to the north. The <br />Mormon Slough and the Port of Stockton do not support any sensitive environments. However, <br />people use the Mormon Slough and the San Joaquin River for recreational fishing. The California <br />Department of Fish and Game reports that approximately 10,000 pounds of fish are caught <br />annually within the 13.75-mile stretch of the San Joaquin River downstream from the Port of <br />Stockton. No drinking water intakes are associated with the Mormon Slough, the Stockton Deep <br />Water Channel, or the San Joaquin Delta within 15 miles downstream of the site. The 2-year, 24- <br />hour rainfall event for the site area is approximately 1.6 inches to 1.8 inches. Surface water runoff <br />runs into the city storm drain system. <br />The length of drainage for surface water runoff from the site to the Mormon Slough is <br />approximately 1 mile. The California Cedar Products Company is within a 500-year floodplain. <br />No residences or daycare centers are within 200 feet of the site. A maximum of 760 people work <br />on site at any given time. The site is entirely fenced and locked during non-working hours. <br />Approximately 136,035 people live within 4 miles of the site. <br />The pertinent Hazard Ranking System factors for the site are as follows: <br />• The closest well is approximately 1.25 miles from the site. <br />• The site is paved in and around the areas where hazardous substances are used <br />and stored. <br />PA California Cedar Products-W (F) • 5/93 11 Printed on 50% recycled paper.
