PHS/EHD has yet to do so in spite of <br />evidence that these properties may be the source of the contamination and not <br />Marlowe. <br />Marlowe's next door neighbors, Cal Cedar and O'Reilly, are major industrial <br />concerns which use the solvents in question in large amounts. Please see attached <br />chemical inventory sheets giving a partial listing of chemicals. Historic uses at Cal <br />Cedar and O'Reilly have not been investigated by PHS/EHD, despite the fact that Cal <br />Cedar has caused chlorinated hydrocarbon contamination elsewhere in the area. <br />The Marlowe industrial park was not constructed until the mid-1970's while Cal <br />Cedar and O'Reilly have been at their present locations for at least that long. The <br />contaminated groundwater is highest at one hundred and thirty feet beneath the <br />surface. PHS/EHD representatives have stated that the contamination came from <br />offsite yet Marlowe remains the only target for investigation. A few of Marlowe's <br />tenants use some chlorinated hydrocarbons in small amounts. PHS/EHD has <br />refused, though repeatedly asked, to sample at Cal Cedar or O'Reilly or to hold any <br />sort of inspection. The end result is that Marlowe is forced to shoulder the <br />investigation costs for a problem it did not cause and cannot correct, all because <br />PHS/EHD will not investigate other potential sources of contamination. The longer <br />this situation goes on, the greater the cost to Marlowe <br />Marlowe wishes to cooperate with the County but is being penalized for past <br />cooperation. Marlowe requests that the Board of Supervisors direct PHS/EHD to <br />investigate the Cal Cedar and O'Reilly and surrounding properties in a manner <br />comparable to its investigation of Marlowe, i.e. by sampling tanks and wells and <br />holding unannounced inspections at Cal Cedar and O'Reilly. Marlowe made this <br />request of PHS/EHD -and in writing in June 1994, but has received no response. <br />Meanwhile, Marlowe's financial ability to address the problem alone worsens. <br />Should you require further information, please do not hesitate to contact me. <br />Thank Your, <br />Michael V.
