INSPECTION REPORT <br />MARLOWE PROPERTY <br />4648 WATERLOO ROAD <br />STOCMTON, CA. <br />AUGUST 13, 1993 <br />ELEANOR RATLIFF SENIOR, R.E.H.S. <br />DIANE HINSON, SUPERVISOR, R.E.H.S. <br />REGARDING: GROUNDWATER CONTAMINATION <br />On August 13, 1993 San Joaquin County Public Health Services <br />nvironntal Health DiViSiOn, (PHS-EED), conducted an insPection . <br />of facilities occupying a mini industrial complex identified as the <br />Marlowe Business Park; 4648 E. Waterloo Road; Stockton, CA 95205. <br />This inspection was conducted to determine if hazardous waste <br />disposal practices complied with applicable laws and regulations <br />done in Part as a response to complaint # C0000546, filed by PS- <br />EH. The complaint investigation was further conducted due to the <br />presence of chlorinated solvents in nearby drinking water wells and <br />a monitoring well installed by Marlowe for the purpose of <br />investigating a leaking underground fuel storage tank. <br />The chemical inventory lists, compiled by San Joaquin County Office <br />of Emergency Services (OES), for all businesses handling hazardous <br />materials above ,the auantity limits, was reviewed to determine <br />which facilities reported using and storing chlorinated solvents in <br />their business operations. PHS-EEM determined that at least three <br />businesses located at the Marlowe Business Park stored and used the <br />chlorinated solvents detected in the drinking water and monitoring <br />wells. <br />Of those businesses surveyed by the chemical inventory lists, only <br />MPI Label Systems, Precision Painting, and Jeff Sweet Craftsman <br />were inspected. At the time of the inspection, only MPI Label <br />Systems could demonstrate appropriate hazardous waste disposal <br />practices in plac, for same waste streams, since 1985. No other <br />tenants inspected could demonstrate compliance with disposal <br />requirements at the time of the inspection. <br />During the facility inspection, PES-EBD noted numerous stains on <br />the ground and the storm drain culverts. These stained areas may be <br />due to past disposal practices (i.e. dumping painting wastes, or <br />ink wastes) which do not comply with apPlicable hazardous waste <br />laws. While instecting Precision Painting, it was noted that the <br />janitorial sink located adjacent to the rest room was stained with <br />paint. This sink drains to an on-site septic system. <br />?HS-EED also noted that a storm water drainage system runs the <br />length of the facility and connects with the system on Waterloo
