Road. Photographs taken of the storm water drainage system <br />indicate that "french drainage" trenches may exist under the areas <br />reinforced with concrete. These forms of trenching are also known <br />as "dry wells" and are not permitted in San Joaquin County. <br />?ES-EHD received a complaint filed by a Mr. George Allen; 4638A E <br />Waterloo Road of the Marlowe Business Park complex. The <br />complainant was concerned by offensive odors apparently permeating <br />from an adjoining suite, Jeff Sweet Craftsman, 46383 E. Waterloo <br />Road. <br />Arrangements were made September 10, 1993 for a joint compliance <br />inspection of 46383 E. Waterloo Road, Jeff Sweet Craftsman, with <br />the offices of San Joaquin Valley Unified Air Pollution Control <br />District (SJVUAPCD), PS-E, and OES. The business located at <br />46383 E. Waterloo Road had been operating a paint spray booth under <br />permit #N 425-1-0 from SJVUAPCD, however, the facility had not <br />undergone a recent compliance inspection. <br />The Jeff Sweet Craftsman business had claimed an exemption from <br />reportable quantities of hazardous materials and had no Hazardous <br />Materials Management Plan (HMMP) on file with OES. <br />The agencies conducting the joint inspection met on site at <br />approximately 10:00 a.m. and asked Mr. Jeff Sweet, the business <br />owner, for permission to enter in order to perform the comPliance <br />inspection. Mr. Sweet initially refused to allow the inspection to <br />proceed, however, Mr. David Stagnaro, SJVUAPCD, explained the <br />nature of "surprise" compliance Lnspections whereby Mr. Sweet cave <br />permission for the inspection. <br />Numerous violations involving the SJV-CA2CD's paint stray booth <br />permit conditions (refer to the attached SJVUAPCD inspection <br />report), hazardous waste disposal practices (refer to the attached <br />"Notice to Abate" notice issued by PHS-EHD), and hazardous <br />materials storage were noted by OES during the 2 hour joint <br />inspection.
