Area of Concern Terms and Conditions of the Permit <br /> 30 PRC§44014(b) The permit shall contain all terms and conditions that the EA determines to be appropriate for the operation of <br /> the solid waste facility. The operator shall comply with all terms and conditions of the permit. <br /> On July 4a',2002 the facility accepted waste in excess of the daily tonnage limit indicated on the facility's permit. According to the LEA, <br /> the facility accepts waste from other landfills that close on July 0 in observance of Independence Day. This has occurred for several <br /> years. The average tonnage at the facility is approximately 400 tons per day. It is recommended that the LEA instruct the operator of the <br /> facility to address this situation in writing,so that the tonnage limit is not exceeded again in the future. <br /> The facility was also evaluated for compliance with 27 CCR,Division 2,Subdivision 1,CIWMB Regulations for Treatment,Storage, <br /> Processing or Disposal of Solid Waste. The inspection identified no violations and or areas of concern of 27 CCR. <br /> Comments: <br /> Upon arrival at the active face,prior to the first load being deposited,a check of the daily cover proved adequate. No vectors were <br /> observed at or around the active face or the transfer station. No daylighting was observed. A water buck was being used to control dust. <br /> No excessive litter was observed. There were no site security issues. A check of three gas-monitoring wells indicated methane was well <br /> within permitted levels. <br /> A check of the tonnage and daily occurrence logs proved adequate. However,a check of the employee training records,gas-monitoring <br /> results,and financial assurance records at the Public Works office proved difficult and time consuming. Since the LEA has to check <br /> records monthly,it is recommended that the LEA review with Public Works staff the requirementsof Title 27 CCR§20510 and Title 27 <br /> CCR§20515. <br /> Overall the landfill was in good operating condition. <br /> 2 Integrated Waste Management Specialist <br />
