North County Sanitary Landfill - 3—
Module
3—
Module 4-Liner Performance Demonstration
San Joaquin County
to erosion, slope protection, and leachate seepage. The County also received a Notice of Violation for
leachate seeps on the side slopes from the Board. Attachment A summarizes those inspections, which
give us cause to require more stringent monitoring at the North County Landfill.
In conclusion, we have determined that requiring more stringent monitoring than the minimum standards
set forth in Title 27 are reasonable with regards to the operational history and groundwater pollution
caused by discharge of waste at the County's landfills. We propose to send out the Tentative WDRs by
10 October 2002 to ensure that the required 45 days of public notice are satisfied as required in Title 27.
The County and the public will have the opportunity to make written comment on the content of the
Tentative WDRs during this period prior to the 6 December 2002 Board meeting where the North
County WDRs will be considered for adoption by the Board.
If you have any questions or concerns please contact Kim Schwab at(916) 255-3137. We are always
available to meet with the County to discuss the nature of your concerns.
VZO!w
VICTOR J
Senior Engineering Geologist
Enclosure
cc: Robert McClellon, RENS, Public Health Services, Environmental Health Division
kas:North Cty Gas InterCover Itr
