ATTACHMENT A <br /> INSPECTION SUMMARY <br /> NORTH COUNTY SANITARY LANDFILL <br /> SAN JOAQUIN COUNTY DEPT. OF PUBLIC WORKS <br /> SAN JOAQUIN COUNTY <br /> The following is a table noting inspection observations by Regional Water Quality <br /> Control Board staff relative to erosion control and leachate seep issues. <br /> Date Inspector Violation Comments <br /> 24-Mar-1999 ARANOW Yes Seeps evident on east and south slopes of <br /> Module 1 and 2. Leakage would drain to <br /> stormwater pond. Additional Comments: Seeps <br /> of leachate on slopes appear brown-stained and <br /> surrounding surface has dead vegetation. Wes <br /> Johnson said they would probably build a cut-off <br /> berm to prevent leachate from entering the <br /> stormwater runoff. Violation of Title 27, <br /> §21090. <br /> 23-Jan-2002 SCHWABK No Modules 1,2,3 active. Erosion problems on side <br /> slope. Using BMPs to repair. Module 4 <br /> excavated. Module 5 being excavated for daily <br /> cover soil. Winter disposal area 70x100 feet. <br /> Water in storm drains and pond. <br /> The following is a table noting inspection observations by the Local Enforcement <br /> Agency, San Joaquin County Environmental Health Department, relative to daily cover, <br /> drainage and erosion control, slope maintenance, and leachate seep issues. <br /> Date Inspector Area of Concern Comments <br /> 27-July-1999 Robert Title 27, §20680 Carpet and debris day lighting throughout <br /> McClellan fill area. 6 inches of daily cover required <br /> (minimum). *Green waste pilot program: <br /> evaluate feasibility of program. Limit <br /> amount of green waste placed in program <br /> until program is evaluated. The program <br /> parameters may require adjustment. <br /> 31-Aug-1999 Robert Title 27, §20680 Trash day lighting consistently throughout <br /> McClellan cover area. This issue was listed on <br /> 7/27/99 as Area of Concern. Failure to <br /> correct issue will result in violation on <br /> next inspection. *Green waste pilot <br /> program: Evaluation for project is due. <br /> Please submit feasibility study to EHD. <br /> Large sized organics must be removed <br /> (stumps and large branches). <br />
