The calculations indicate
that the contribution of returning leachate is insignificant compared to the capacity of the
Leachate Collection and Removal System(return adds approximately 3 percent of system
capacity). This calculation is based on peak leachate collection rates over the last three years,
and as much as 10 percent of the returned leachate percolating to the Leachate Collection and
Removal System.
It therefore appears that return of leachate to the refuse by percolation will not compromise the
existing Leachate Collection and Removal System, even under worst-case conditions. We
therefore respectfully ask that Board staff consider lifting the prohibition against the use of the ,
leachate return point"(see attached figure). We believe that this configuration allows return of
leachate to the refuse with maximum percolation area and maximum containment within the
Solid Waste Management Unit.
Note that we intend to relocate the leachate return periodically. We anticipate that the refuse in
the percolation area will become saturated, limiting the quantity of leachate that can be
percolated at that point. We will install a replacement infection point over newer, dry refuse at
that time.
If you have any questions, please call me at(209)468-3066.
Sincerely,
W.
