San Joaquin County Environmental Checklist <br /> State Regulations <br /> Porter-Cologne Water Quality Control Act <br /> The State of California's Porter-Cologne Water Quality Control Act(California <br /> Water Code,Section 13000 et seq.)provides the basis for water quality <br /> regulation in California. The act requires a Report of Waste Discharge for any <br /> discharge of waste(liquid,solid,or otherwise)to land or surface waters that may <br /> impair a beneficial use of surface or groundwater of the state. Based on the <br /> report,the RWQCBs issue WDRs to minimize the effect of the discharge. <br /> Central Valley Regional Water Quality Control Board <br /> The Central Valley Water Board is responsible for the protection of beneficial <br /> uses of water resources in the Central Valley region. The Central Valley Water <br /> Board uses planning,permitting,and enforcement authorities to meet this <br /> responsibility and has adopted the Water Quality Control Plan for the <br /> Sacramento River Basin and the San Joaquin River Basin(Basin Plan)(Central <br /> Valley Water Board 1998)to implement plans,policies,and provisions for water <br /> quality management in the®region. Beneficial uses of surface waters are <br /> identified for major surface waters and their tributaries and are described in the <br /> Basin Plan. In addition,the Basin Plan identifies water quality objectives and <br /> implementation plans for the protection of the beneficial uses of the basin. <br /> Environmental Setting <br /> Surface Water Resources <br /> The Calaveras River flows west approximately 2 miles south of the landfill <br /> property. The Calaveras River drains into the Stockton Deep Water Ship <br /> Channel—part of the San Joaquin River—in Stockton,California. Historically, <br /> the river's hydrology was characterized by highly variable flows during winter <br /> months and rapidly attenuating flows during summer months. Current flow <br /> management through reservoir operations at New Hogan Reservoir involves <br /> reducing the variability and magnitude of winter flows while increasing the <br /> consistency and magnitude of summer flows. <br /> Several facilities exist at the landfill facility to control runon and runoff. Runon <br /> to the site is controlled using a perimeter ditch. The perimeter ditch,along with a <br /> series of ditches within the landfill site,also controls surface runoff during storm <br /> events and directs the surface runoff to a retention basin on the east side of the <br /> site. As part of daily operations during times of surface water runoff,a berm is <br /> constructed at the down-gradient edge of the active module to collect runoff from <br /> the module.
