The proposed project would not substantially deplete groundwater supplies or <br /> interfere substantially with groundwater recharge,resulting in a net deficit in <br /> aquifer volume or a lowering of the local groundwater level because no <br /> operational changes are proposed as part of the project that would result in a <br /> substantial increase in the use of groundwater at the landfill facility. Therefore, <br /> this impact is considered to be less than significant. No mitigation is required. <br /> c,d. Every year,the landfill operators repair and regrade(if needed)the drainage <br /> system to ensure that infiltration is minimized and runoff is directed to the onsite <br /> retention pond. The County would revise the Closure Plan to address the final <br /> approved height increase. Increasing the height of the landfill would not affect <br /> the total storm water to be handled on site,but the increased slopes could <br /> increase the instantaneous flow rate that the drainage facilities must convey. The <br /> revised Closure Plan will include evaluation of the drainage facilities under the <br /> new conditions,and design of drainage facilities for closure at the increased <br /> height. Therefore,the project would not result in substantial erosion or siltation <br /> on or off site,nor would the project substantially increase the rate or amount of <br /> surface runoff in a manner that would result in flooding on or off site. No <br /> mitigation is required beyond the possible redesign of drainage facilities <br /> identified in the Closure Plan. <br /> g,h,i. According to FEMA's Flood Insurance Rate Maps,the proposed project is <br /> located in Zone C,defined as an area of minimal flooding, and is not located <br /> within a 100-year floodplain(Flood Insurance Rate Maps 2004). Further,the <br /> proposed project does not include the construction of any new structures at the <br /> landfill property and therefore would not result in the potential to impede or <br /> redirect flood flows up to and including a 100-year flood event. There are no <br /> levee or damns associated with the landfill property. Accordingly,there is a <br /> less-than-significant impact regarding flooding. No mitigation is required. <br /> j. The project site is unlikely to be subjected to inundation by a seiche,tsunami,or <br /> mudflow. The site is relatively distant from the Pacific Ocean and other large <br /> water bodies and has not been historically affected by tsunamis or seiches. The <br /> risk of these events is considered low. The project site is not located adjacent to <br /> steep slopes or high-gradient drainages that experience variable discharge. As a <br /> result,the risk of mudflow is also considered low.
