Conflict with any applicable habitat conservation ❑ ❑ ❑ ■ <br /> plan or natural community conservation plan? <br /> Setting <br /> The landfill property and surrounding area are designated in the San Joaquin <br /> County General Plan as General Agriculture(A/G)and are zoned for General <br /> Agriculture with a 40-acre minimum parcel size(AG-40). Properties adjacent to <br /> the landfill property are primarily agricultural lands,comprising non-irrigated <br /> pastures and irrigated field crops(e.g.,vineyards,orchards). <br /> Impact Discussion <br /> a. The landfill property is located in a rural area,surrounded by agricultural lands, <br /> and would not physically divide an established community in the area. Landfill <br /> operations would not restrict movement through or around the area because the <br /> project does not include an expansion to the footprint of the existing landfill <br /> facility,nor does the project include the construction of new roads,bridges,or <br /> other common physical barriers to movement through the area,such as road <br /> closures or detours. The project would not result in the division of an established <br /> community,and there would be no impact. No mitigation is necessary. <br /> b. Because the landfill property is in an unincorporated area of San Joaquin County, <br /> project construction and operation must be completed in compliance with the <br /> requirements of the County's General Plan and zoning ordinance. The project,as <br /> proposed,consists of revising the SWFP to increase the maximum fill elevation <br /> of the NCRC&SL,the daily tonnage limit,daily trips,and hours of heavy <br /> equipment operation.
