San Joaquin County Environmental Checklist <br /> Impact Discussion <br /> a,b. The landfill facility is located in a relatively rural,agricultural portion of the <br /> County. The proposed project does not contain any new traffic design elements <br /> or traffic capacity enhancement measures;however,the existing daily tonnage <br /> limit would be increased by about 375 tons/day(45 percent increase),or <br /> roughly 250 new incoming trips/day(42 percent increase). The project may not <br /> cause an increase in traffic that is considered substantial in relation to the existing <br /> traffic load and capacity of the area street system. This may be a potentially <br /> significant impact. These conditions will be evaluated in the EIR. <br /> C. The airports nearest the NCRC&SL are the Lodi Air Park,approximately 5 miles <br /> to the west,and the Stockton Metropolitan Airport,more than 15 miles to the <br /> southwest. The proposed project would not affect air traffic patterns,because,as <br /> described in Chapter 1,Project Description,waste is covered daily with either <br /> soil or a geosynthetic tarp to control the attraction of vectors that may affect <br /> aircraft(i.e.,birds)to the landfill facility. In addition to daily cover activities,the <br /> operator implements bird-deterrent and harassment techniques that include the <br /> use of propane cannons to scare birds away. No impact is anticipated. No <br /> mitigation is required. <br /> d. The NCRC&SL is located in a rural area where the existing roadways accessing <br /> the landfill facility are relatively straight and are considered to have adequate site <br /> distance characteristics(e.g.,no sharp bends or curves). As described above,the <br /> proposed project does not contain any new traffic design elements or traffic <br /> capacity enhancement measures,but will result in an increase in truck traffic. It <br /> is not expected that the project would result in an increase in hazards because of <br /> a design feature or the addition of incompatible uses to the area;however,this <br /> issue will be evaluated in the EIR. No impact is expected. <br /> e. The proposed project will not alter traffic patterns for emergency vehicles <br /> because the project does not involve the lateral expansion of the facility outside <br /> the current landfill footprint,and no new facilities or operational changes are <br /> proposed as part of the project. Further,the proposed project would not require <br /> any road closures or detours. Any emergency plans that incorporate the project <br /> area would therefore not be affected by project implementation. The proposed <br /> project would have no impact,and no mitigation is necessary. <br /> f. Additional landfill staff may be needed as the disposal rate at the landfill facility <br /> gradually increases to meet the increasing demand by the community for refuse <br /> disposal services. At this time, it is anticipated that no more than 20 additional <br /> parking spaces will be needed to accommodate this additional staff. These <br /> parking spaces can be provided within the landfill facility without impact. <br /> g. The proposed project would not conflict with adopted policies,plans, or <br /> programs that support alternative transportation because there are currently none <br /> of these types of policies,plans, or programs in the area. No impacts would <br /> occur.
