MANDATORY FINDINGS OF <br /> SIGNIFICANCE. <br /> a. Does the project have the potential to degrade the ❑ ■ ❑ ❑ <br /> quality of the environment,substantially reduce the <br /> habitat of a fish or wildlife species, cause a fish or <br /> wildlife population to drop below self-sustaining <br /> levels,threaten to eliminate a plant or animal <br /> community,substantially reduce the number or <br /> restrict the range of a rare or endangered plant or <br /> animal, or eliminate important examples of the <br /> major periods of California history or prehistory? <br /> b. Does the project have impacts that are individually ❑ ■ ❑ D <br /> limited but cumulatively considerable? <br /> ("Cumulatively considerable"means that the <br /> incremental effects of a project are considerable <br /> when viewed in connection with the effects of past <br /> projects,the effects of other current projects, and <br /> the effects of probable future projects.) <br /> C. Does the project have environmental effects that ❑ ❑ ■ ❑ <br /> will cause substantial adverse effects on human <br /> beings,either directly or indirectly? <br /> Impact Discussion <br /> a. Implementation of the proposed project could result in impacts on aesthetics,air <br /> quality,cultural resources,geology and soils,noise,and transportation/traffic; <br /> such impacts may in turn have the potential to degrade the quality of the <br /> environment. Mitigation measures discussed under each category would be <br /> implemented to reduce impacts to these resources to less-than-significant levels. <br /> No additional mitigation is necessary. <br /> b. The proposed project would not have individually limited but cumulatively <br /> considerable impacts on the resources discussed in this IS because <br /> implementation of the mitigation measures described herein would reduce the <br /> proposed project's contribution to cumulative impacts to a level below the <br /> "cumulatively considerable"threshold. The landfill is self-contained and self- <br /> reliant for water supply and wastewater treatment,and no improvements to <br /> public services, including water,sewer,police, fire,roads,or utilities,are <br /> proposed as part of the project. Therefore,the proposed project's contribution to <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 2_76 AS 06307.06 <br /> Permit Revision <br />
