San Joaquin County Environmental Checklist <br /> Landfill operators establish vegetation and construct drainage berms or benches <br /> on surfaces as they near final elevation. This helps direct stormwater away from <br /> refuse fill areas and toward the existing stormwater facilities. BMPs are also <br /> implemented at the landfill as required under the NPDES permit. Each year the <br /> County submits an Annual Stormwater Protection Report to the Central Valley <br /> Water Board. <br /> Because the proposed project does not entail a lateral(horizontal)expansion of <br /> the existing landfill footprint and no new facilities or operational changes are <br /> proposed, it is anticipated that continued operation of the landfill would not <br /> require or result in the construction of new stormwater drainage facilities or the <br /> expansion of existing facilities. The County will prepare a revised Closure Plan <br /> to address storm drainage under the new slope,conditions.Although the total <br /> quantity of rainwater received will not change as a result of the proposed project <br /> (the footprint of the landfill will not be increased),the speed of runoff following <br /> closure will be greater than that under present conditions because the slopes at <br /> closure will be steeper. The revised Closure Plan will evaluate this characteristic, <br /> and incorporate any design changes needed to accommodate the faster flow rate. <br /> In the meantime,continued implementation of the existing drainage and erosion <br /> control and leachate control measures described in Chapter 1,Project <br /> Description,would ensure that potential impacts are reduced to less-than- <br /> significant levels. No additional mitigation is necessary. <br /> d. Water is used at the landfill facility is for dust control and domestic-type(e.g., <br /> potable)uses. The proposed project is not anticipated to result in a substantial <br /> increase in demand for water and needed infrastructure, relative to existing <br /> conditions, because no new residences or expansions of existing businesses are <br /> proposed. Irrigation systems will need to be installed for screening trees that will <br /> be planted on the perimeter of the landfill disposal area. However,this added <br /> need for water will be offset by the reduction of water used for dust control,thus <br /> equalizing the demand for onsite water use. Potential impacts are considered less <br /> than significant. No mitigation is necessary. <br /> e. Because no new facilities or operational changes are proposed,it is anticipated <br /> that project operations would not result in significantly increased wastewater <br /> discharge compared to existing conditions. Consequently,the project would <br /> have no impact. <br /> f,g. Because no new facilities are proposed, it is anticipated that project operations <br /> would not result in a substantial increase in solid waste,nor in increased demand <br /> for solid waste disposal at the landfill facility. Potential impacts are considered <br /> less than significant.
