December 19, 2006 <br />NORTH COUNTY RECYCLING CENTER AND SANITARY LANDFILL: <br />USE OF CAT 8250 COMPACTOR IN THE RECYCLING CENTER <br />This unit will allow the breaking up of bulky items and the compacting of waste to increase <br />density for more economical shipping. In addition, use of the compactor, in our opinion, will <br />significantly reduce wear and tear on equipment. Following is a description of how the unit will <br />be utilized: <br />• The compactor will be working in the middle of the tipping floor on an area about <br />50' in length by 30' in width (See attached diagram). <br />• Personnel operating a front end loader on the tipping floor will push bulky refuse from <br />both the general public side and the commercial side to the middle of the tipping floor. <br />The compactor will push and spread the refuse in lifts of two feet or less and run over it <br />several times. Once the refuse is crushed, personnel on the front end loader will push the <br />refuse towards the south loading area of the building for loading. <br />The following measures will be taken while using the compactor, in addition to our routine <br />safety measures: <br />• Only qualified trained personnel will operate the compactor. <br />• A line of cement K -Rails (50' length) running north to south will be placed on the tipping <br />floor and the compactor will operate on the east side of the K -Rails. <br />• The on -duty supervisory, via verbal directions and radio communications, will ensure <br />that all personnel (i.e. County staff, Sheriff Inmates, Alternate Work Program <br />Participants, vendors) working on the tipping floor will leave the tipping floor prior to the <br />operation of the compactor. <br />• All personnel working on the tipping floor are required to wear highly visible safety <br />vests, safety glasses, and hard hats. <br />• Radio communication is maintained at all times between equipment operators and <br />personnel working on the tipping floor. <br />• All refuse received is screened for unacceptable wastes (i.e. hazardous wastes, universal <br />wastes) <br />• All equipment operators will be vigilante for cylinders, propane tanks, televisions, <br />computer monitors and these items will be pulled out and not pushed with the refuse <br />being "fed" to the compactor. <br />• The compactor is equipped with an audible back up alarm and working lights. <br />• In the event of an explosion as a result of the compactor running over refuse, on-site staff <br />will take appropriate action by isolating the area and contacting the appropriate <br />emergency agencies (i.e. County Office of Emergency Services, County Environmental <br />Health Department, and local Fire Department). <br />Attachment <br />R:Vaime\Description of use of 825C Compactor at NCRCSL 121906.doc <br />
