The amendment application was updated and the final version was received by the <br />EHD on February 5, 2007. The EHD has reviewed the amendment application as required by Title(T) 27 <br />California Code of Regulations (CCR) §21665. <br />The amendment describes the use of a Caterpillar 825C Compactor to compact waste on the tipping floor <br />of the Recycling Center before it is transported to the landfill. The compactor will operate in a designated <br />location and all personnel will leave the tipping floor while the compactor is operating. A line of concrete <br />K -rails will be placed between the compactor and self -haul unloading area to protect personnel and <br />customers from explosion hazards. <br />The amendment meets the requirements described in T27 §21665 regarding the California Environmental <br />Quality Act (CEQA), State Minimum Standards (SMS) for Transfer/Processing facilities and the Solid <br />Waste Facility Permit (SWFP). <br />The EHD has determined that the facility operation changes specified in this amendment: <br />• Will not create any adverse environmental impacts and is exempt from the requirements of <br />CEQA. <br />Are acceptable and consistent with the SMS for Transfer/Processing facilities stated in Title 14, <br />Chapter 3, Articles 6.1-6.4. <br />Do not conflict with the terms and conditions in the current SWFP. <br />The EHD approves and files the amendment without revising the SWFP.
