San Joaquin County Environmental Health Department State 18-Month Inspection Report <br /> North County Landfill <br /> SWIS#39-AA-0022 <br /> VIOLATIONS: <br /> A. The inspection identified two violations: <br /> 1. Section 44014(b)—Terms and Conditions of the Permit. The solid waste facilities permit shall <br /> contain all terms and conditions that the local enforcement agency determines to be appropriate for the <br /> operation of the solid waste facility. The operator shall comply with all terms and conditions of the <br /> permit. <br /> The SWFP for the North County Landfill allows for a permitted maximum tonnage of 825 tons per day. <br /> On four separate occasions in 2006 the facility received tonnage in excess of the maximum allowed in <br /> the SWFP. This is a violation of the terms and conditions contained in the SWFP for North County <br /> Landfill. <br /> It is recommended that the local enforcement agency inform the operator that enforcement action will be <br /> taken should the operator continue to violate the terms and conditions contained in the SWFP for North <br /> County Landfill. <br /> 2. Section 20520—Signs. This standard requires that if a site is open to the public, there shall be an <br /> easily visible sign at the primary entrance of the site indicating the name of the site operator, the <br /> operator's telephone number, and,hours of operation; an easily visible sign at an appropriate point shall <br /> indicate the schedule of charges and the general types of materials which either(1)WILL be accepted or <br /> (2)WILL NOT be accepted. <br /> During the inspection it was observed that the facility did not have the operator's telephone number <br /> posted at the front entrance of the facility(see Figure 1). <br /> Figure 1.
