CENTRAL VALLD REGIONAL WATER QUALIT ONTROL BOARD <br /> INSPECTION REPORT <br /> DATE: 27 April 2007 <br /> FACILITY: North County Recycling Center and Sanitary Landfill <br /> DISCHARGER: San Joaquin County Public Works <br /> LOCATION & COUNTY: San Joaquin County <br /> CONTACT(S): Michael Carroll <br /> INSPECTION DATE: 26 April 2007 <br /> INSPECTED BY: Todd Del Frate <br /> ACCOMPANIED BY: <br /> SUMMARY: The purpose of the site inspection was to observe the exposure and removal of a 4'x6' <br /> section of the landfill liner system located within Module 3. The purpose of the activities conducted was <br /> for material testing (shear strength) of the in place liner system for eventual vertical expansion of the <br /> landfill. <br /> Met Michael Carroll of San Joaquin County Public Works and other landfill personal at the site of liner <br /> exposure. San Joaquin County Environmental Health was also in attendance. The area of exposure had <br /> been pre-dug to approximately 1.5 feet just above the filter fabric (Figure 1). The area was moisturized <br /> and let set over night (Figure 2) to soften the compacted operations layer. Landfill employees continued <br /> to carefully excavate the area using flat-bladded shovels and hand-digging to clear dirt from the filter <br /> fabric (Figure 3). The excavated area was eventually cleared of dirt and the filter fabric exposed for <br /> removal (Figure 4). Once the area was marked for removal, Mr. Carroll proceeded to carefully cut the <br /> filter fabric, paying strict attention to the cutting devise and the HDPE liner beneath (Figure 5 and 6). <br /> Once the filter fabric was removed, the geonet was then carefully cut out as shown in Figures 7 and 8. <br /> Once the filter fabric and geonet samples had been cut and removed, the HDPE liner was exposed as <br /> shown in Figure 9. In accordance with the work plan prepared by San Joaquin County Public Works, a <br /> panel of GCL was placed over the exposed HDPE liner. The GCL panel was cut to provide a six-inch <br /> overlap of the remaining filter fabric as shown in Figure 10. To protect the liner and geonet from <br /> potential dirt debris from entering the removed liner area, the GCL barrier was backfilled with bentonite <br /> powder prior to backfilling the excavation (Figure 11 and 12). Staff requested San Joaquin County Public <br /> Works to backfill and compact the area excavated.
