3 Areas anticipated to receive concentrated flow on Module 4 and near the storm water
retention pond south of Module 4 will receive concrete rubble as energy dissipaters.
4 Areas recently repaired for erosion on the southern slopes of Module 3 will be
covered with erosion control mats (Figure1).
5 Areas of Module 1 and 3 surfaces with minimal vegetation, primarily the tops of
slopes on the north, north-west and north-east sides, will be reseeded to establish
additional vegetation.
6 The ramp leading to the top deck of Module 1 and 3 will be crowned to shed surface
run-off both sides of the ramp. Shallow drainage ditches will be excavated both sides
of the ramp to collect surface run-off. These ditches will be protected against erosion
by the placement of erosion control mats or rock in the ditch invert.
7 The existing berm across the top end of the ramp leading from the upper winter pad
area of Module 3 up to the "top deck" of Module 1 will be improved to direct surface
run-off from the top deck of Module 3 into the nearby downcomer, minimizing flow of
water in the drainage ditches at the side of the ramp (Figure1).
Module 1 and 3 leachate return will continue unchanged. Leachate will be returned to the
refuse in accordance with the Waste Discharge Requirements issued by the Regional
Water Quality Control Board. Leachate from Modules 1 and 3 will be delivered to the
infusion points in Module 3. Leachate from Module 4 is delivered to a diffusion point in
Module 4, approximately 100 feet east of the Module 4 leachate tank. Sufficient infusion
points are available to provide infusion of winter leachate production.
Title 27 requires that the site be inspected for drainage by October 1St, and that any
drainage problems be corrected within a month. All drainage ditches will be re inspected
and cleaned out as necessary to provide unobstructed flow of storm water. All culverts
will be re inspected and cleaned out as necessary as well. Any additional work identified
in that inspection will also be completed before the winter rains.
Drainage ditches were significantly improved in 2006 in preparation for the winter of
2006/07. These improvements remain for the winter of 2007/08.
NAI North County\NC-Winterization Plan07.doc
North County Sanitary Landfill 2 San Joaquin County Public Works
Winterization Plan 2007/08 Solid Waste Division
