San Joaquin County Environmental Checklist <br /> 3. Facilities necessary for emergency services should be capable of <br /> withstanding a maximum credible earthquake and remain operational to <br /> provide emergency response. <br /> Implementation <br /> 1. Open Space. The following areas of the county shall be planned for open <br /> space to limit exposure of people and structures to hazards: <br /> (b)slopes with landslide susceptibility Rating I (Planning). <br /> 2. Building Requirements. The County shall continue to comply with state <br /> regulations,shall require studies where necessary for geologic information, <br /> and shall require mitigation of seismic or unstable geologic hazards for new <br /> construction. (Building Inspection) <br /> 3. Erosion Control. The County shall: <br /> (a) include erosion and sediment control regulations in the Development <br /> Title(Planning), <br /> (b) support soil conservation and restoration efforts of the U.S. Soil <br /> Conservation Service and the Resource Conservation Districts <br /> (Planning),and <br /> (c) promote the planting of vegetation to decrease loss of soil by erosion <br /> (Agricultural Commissioner). <br /> Impact Discussion <br /> al—a3. The landfill property is located in a region of California characterized by low <br /> seismic activity. The area is not subject to significant seismic hazards associated <br /> with active faults located in the general vicinity of the area. Furthermore,there is <br /> no construction of new facilities or structures associated with the proposed <br /> project. Finally,project activities would cause no change in current conditions <br /> with respect to surface rupture or faulting hazards. <br /> A large earthquake on a nearby fault could cause minor ground shaking in the <br /> area,potentially resulting in liquefaction and associated ground failure,such as <br /> lateral spreading or differential settlement, in some areas,which could, in turn, <br /> increase the risk of structural loss, injury,or death. However,the ground-shaking <br /> hazard in the area is considered low. Furthermore,there is no construction of <br /> new facilities or structures associated with the proposed project. Finally, project <br /> activities would cause no change in current conditions with respect to ground <br /> shaking or associated hazards. Potential impacts would remain less than <br /> significant. <br /> a4. The topography of the area is essentially flat and topographically featureless with <br /> some gently rolling hills.
