The project location is within the County Right of Way but if the occalaration lana length and Ione drop Transition length encroaches on the Siata Rig hi of Wqy (The bridge over I-5 north of the proposed private rood) then Caltrans must be informed and the applica nT must obtain an Encroachment Permit. d. Future widening to gccom modote acceleration and deceleration design criteria aT "Private Drive" would potentially require utility pole relocations on iha east moulder to accommodate clear recovery zone due to widening. 2. The proposed site plan shows aright-in, right-out only access point on 7 1 th Street. This makes it inconvenient for people entering or leaving the project site via southbound 11+^ Street. People traveling to The project site via southbound 11+n Street would have To travel all the way to The Kasson/Grant Line Roundabout and turn around. People leaving the site would hove to Travel several miles up northbound Interstate 5 before using the on and off-romps To turn around. This may result in people illegally cutting across the median of 1 1+^Street to access The southbound side, especially aT the paved service road between norihbou nd and southbound.The County should take steps to prevent illegal Iefi turns into and out of the project site across 1 7*h Street. Options for the Cou niy to consider include improving the street to allow legal Iefi-in and left-out turns and to use physical barriers to enforce right-in, right-out urns only. a. Caltrans suggests the County consider o median crossing that would allow legal left-in, left-out access to the project site from southbound 1 1+^Street. b. If iha County chooses not to build the crossing mentioned above, Caltrq ns suggests that the County consider a median barrier on 1 1+^ Street to prevent iha illegal maneuvers mentioned above. c. The site plan appears to show q "pork chop" island qT the access point To enforce right-in, rig hi-out only access. However, ii Is not explicitly referenced qs an island and iT is unclear if the island is o raised, mountq ble curb or merely a pointed island. Please clarify these issues on the revised site plan. If the County will not allow left-in, left-out access to this site, then this island should be designed according to State standards or local sta ndords if they exceed State standards. 3. All construction must be sat bock aT least twenty feet from Interstate 5 and the 1 1+^ Sireei/I-5 on-ramp to allow for future improvements. Please include this setback in the revised site plan. 4. The revised site plan must clearly show Tha project site's location in relation To I-5 and the 1 1+^Street ovarcrossing.
