People traveling to The project site via southbound 11+n <br /> Street would have To travel all the way to The Kasson/Grant Line Roundabout and <br /> turn around. People leaving the site would hove to Travel several miles up <br /> northbound Interstate 5 before using the on and off-romps To turn around. This may <br /> result in people illegally cutting across the median of 1 1+^Street to access The <br /> southbound side, especially aT the paved service road between norihbou nd and <br /> southbound.The County should take steps to prevent illegal Iefi turns into and out of <br /> the project site across 1 7*h Street. Options for the Cou niy to consider include <br /> improving the street to allow legal Iefi-in and left-out turns and to use physical <br /> barriers to enforce right-in, right-out urns only. <br /> a. Caltrans suggests the County consider o median crossing that would allow legal <br /> left-in, left-out access to the project site from southbound 1 1+^Street. <br /> b. If iha County chooses not to build the crossing mentioned above, Caltrq ns <br /> suggests that the County consider a median barrier on 1 1+^ Street to prevent iha <br /> illegal maneuvers mentioned above. <br /> c. The site plan appears to show q "pork chop" island qT the access point To <br /> enforce right-in, rig hi-out only access. However, ii Is not explicitly referenced qs <br /> an island and iT is unclear if the island is o raised, mountq ble curb or merely a <br /> pointed island. Please clarify these issues on the revised site plan. If the County <br /> will not allow left-in, left-out access to this site, then this island should be designed <br /> according to State standards or local sta ndords if they exceed State standards. <br /> 3. All construction must be sat bock aT least twenty feet from Interstate 5 and the 1 1+^ <br /> Sireei/I-5 on-ramp to allow for future improvements. Please include this setback in <br /> the revised site plan. <br /> 4.
