The missing receipts include: 500 gallons of 221 used oil waste <br /> shipped on 11/7/2019, and 300 gallons of 221 used oil waste shipped on 5/29/2019. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This <br /> period of retention is extended automatically during the course of any unresolved enforcement action regarding the <br /> regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of the two receipts listed above. Maintain the records on-site for <br /> three years from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department <br /> (EHD). If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site <br /> for three years. <br /> This is a Class II violation. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: IMG_0169: A full drain pan of used engine oil was observed outside of one of the work bays near the <br /> red cargo container. Dan Payne stated it had been sitting for an unknown amount of time. The oil filter storage area <br /> had sludge build up on the ground. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Manage the waste according to Title 22 California Code of Regulations for hazardous waste. <br /> Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> describing the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> FA0011023 PRO514497 SCO01 05/20/2021 <br /> EHD 22-02 Rev.9/16/2020 Page 7 of 15 Large Quantity Hazardous Waste Generator OIR <br /> 1868 E.
