SAN JOA U I Environmental Health Department <br /> CvOU1T `f <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Ross Roberts Truck Repair Inc 641 S Harrison St Stockton May 20 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 66265.35 Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The following areas do not have adequate aisle space: <br /> 1) IMG_0154: South east corner of the lot had two 55 gallon drums labeled hazardous waste absorbent were <br /> inaccessible due to parts being stored on top of the containers. <br /> 2) IMG_0171 Along the wall of the south building, near the red shipping container, were eight five gallon containers, <br /> one 20 gallon container, and two 55 gallon drum. Dan Payne stated used oils were in these containers. These <br /> containers were inaccessible due to parts being stored on top of them. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement of <br /> personnel, fire protection equipment, spill control equipment, and decontamination equipment to any area of facility <br /> operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed for any of <br /> these purposes. <br /> CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel, fire <br /> protection, spill control equipment, and decontamination equipment to any area of facility operation in an emergency. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> 1) IMG_0171: Drain pan of waste oil was found without a lid near the south side of the building near the red shipping <br /> container. <br /> 2) IMG_0163: A 55 gallon black drum of oil filters was found in the used oil filter storage without a lid. <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage, <br /> except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
