Ross Robert Truck Repair Waste Antifreeze Tank <br /> Interim Assessment and Conditional Certification <br /> September 18,2021 <br /> 1.0 Introduction and Purpose <br /> This document presents an integrity assessment for the aboveground waste antifreeze tank located at <br /> the Ross Robert Truck Repair, 641 S. Harrison St., Stockton California. This document is intended <br /> to meet the requirements for hazardous waste tank integrity assessments as outlined in the California <br /> Code of Regulations Title 22, Sections 66265.191 through 66265.195, and other applicable <br /> regulations. <br /> 2.0 Regulatory Background <br /> Ethylene glycol is the active ingredient in antifreeze that is regulated by the Department of Toxic <br /> Substances Control (DTSC). DTSC regulates ethylene glycol as a hazardous waste under CCR, <br /> Title 22, Section 66261.24 (a) (8) and it is therefore subject to hazardous waste requirements during <br /> the storage and management of the waste on-site. Used Antifreeze is typically managed under 90- <br /> day generator status and is routinely removed by transporters and sent to a recycling facility by <br /> World Oil Environmental Services. The hazardous characteristic of used antifreeze wastes is <br /> considered to be potential toxicity. Anti-freeze is a Class IIIB, combustible liquid according to <br /> NFPA 30A, Table B-1. <br /> For the purposes of this assessment, the term"tank"is used consistent with the definition of a tank in <br /> 22 CCR66260.10' since the device is stationary while in use. This integrity assessment is performed <br /> for the entire "tank system"which includes the tank, as well as related operating components or <br /> features of the tank, such as valves, secondary containment,piping, etc. <br /> The requirements for hazardous waste tank systems vary based on whether the facility is considered <br /> a large or small quantity generator, defined under 22 CCR 66262.34(a) & (d), and whether the tank <br /> is located aboveground or underground. This assessment is designed for aboveground tanks located <br /> at large quantity generator facilities. <br /> 3.0 Facility Description <br /> The Ross Roberts Truck Repair facility is located at 641 S. Harrison St, Stockton, California. The <br /> facility is a commercial truck repair facility. The tank is located in a covered area between the North <br /> and South Buildings. The site is relatively flat and completely paved. <br /> The facility includes multiple service bays, office space, and storage areas. The tank is used for the <br /> collection of used antifreeze from servicing vehicles. Tank installation and inspection information <br /> of the tanks by the previous owner is not available. A location map showing the geographic setting <br /> of the site is presented as Figure 1.
