Ross Robert Truck Repair Waste Antifreeze Tank
Interim Assessment and Conditional Certification
September 18,2021
4.0 Tank Description
To manage antifreeze from the servicing of vehicles, Ross Roberts Truck Repair maintains one
approximately 100-gallon aboveground storage tank(AST) at the site. The date of installation and
manufacturer of the tank is unknown. The AST is situated in a covered area, within a concrete berm,
along with the waste oil AST.
The facility manages used antifreeze in a polymer tank. The date of manufacture is unknown.
From tank dimension, the tank is approximately 100 gallons. It is a high density polyethylene,
aboveground tank. It is a vertical tank with a circular truncated cone shape. The tank rests on a
wooden pallet on the concrete containment floor. It could not be determined if the tank is a
double walled tank. There is an inlet opening at the top with a filter and cover. There are no
nozzles and fittings on the tank. As the tank is installed within a walled concrete containment
area, protection from vehicular impact is not needed. Photographs of the tank are presented as
Attachment I. High density polyethylene is compatible with antifreeze.
The facility is considered a large quantity generator site. Used antifreeze is collected from vehicle
maintenance activities, brought to the tank in portable containers and poured into the tank through an
inlet port and filter. The antifreeze is recycled offsite by a vendor. The tank's complete volume of
waste antifreeze is pumped out every 90 days or less.
The tank is located in a covered outdoor area with high walls which prevents deterioration of the
tank due to sunlight/LJV ray exposure. The tank system is not exposed to precipitation. The tank is
located on a pallet above a concrete floor. Any leaks from the tank could be detected by facility
personnel.
The hazardous characteristic of the waste antifreeze is toxicity. It is a Class IHB combustible liquid
with a flash point greater than or equal to 200 °F.
A Hazardous Waste Accumulation sticker is attached to the face of the tank. The tank contents are
removed within the 90-day accumulation window by World Oil Environmental Services.
Venting
The tank has atmospheric venting by means of a tank opening. The size of the opening is large
enough to act as an emergency vent for the tank as well.
Piping
There is no piping associated with the tank system. The waste antifreeze is collected in portable
containers, brought to the tank and emptied by hand into the tank.
Monitoring
The tank is translucent and is inspected daily by facility personnel. The tank is not fitted with a level
gauge or overfill protection for the tank.
2
H:\PROP-PRI\21-061-00 Ross Robert Truck Repair Title 22\Deliverable\Antifreeze report\Ross Roberts Antifreeze Assessment 2021 0720.docx
