Sierra Chemical Co.
Hazardous Waste Management Plan
1. A waste that exhibits characteristics that may:
a. Cause, or significantly contribute, to an increase in mortality or an increase in serious
irreversible, incapacitating reversible, illness, or:
b. Pose a substantial present or potential hazard to human health or the environment
when it is improperly treated, stored, disposed, or otherwise managed; and
2. The characteristic can be:
a. Measured by an available standardized test method which is reasonably within the
capability of generators of waste or private sector laboratories; or
b. Reasonably detected by generators of waste through their knowledge of their waste.
Waste stream determinations should be managed by the EHSS Manager. All rags, paper towels, and
other absorbent material that is used or managed with known hazardous wastes will be evaluated
according to the figure in Appendix B to determine if that material meets the definition of hazardous
waste noted above.
5.2 Universa! Waste
According to Title 22 CCR Division 4.S Chapter 23, the following waste streams may be managed as
Universal Waste:
• Electronic devices (includes any device with or without a Cathode Ray Tube (CRT), including TVs,
computer monitors, cell phones, VCRs, computer CPUs and portable DVD players;
• Batteries (nickel cadmium, alkaline, silver button, etc.);
• Electric lamps (fluorescent tubes and bulbs, high-intensity discharge lamps, sodium vapor lamps
and electric lamp that contain added mercury);
• Mercury
-containing equipment (thermostats, mercury switches, thermometers, etc.);
• CRTs (glass picture tubes removed from devices such as televisions and computer monitors;
• CRT glass (CRTs that have been accidentally broken or processed for recycling); and
• Non -empty aerosol cans
Sierra Chemical Co. generates waste from the following locations/operations on site. Table 3 identifies
the locations and operations of the universal wastes generated.
Table 3
Universal Wastes
Issue date:
Process Generating Waste
Light BUlbs
General
replacement/maintenance
Aerosol Cans (Empty)
Labeling
containers
Alkaline Batteries
General
use
5.3 Empty Containers
Empty containers may be considered hazardous waste if they are not managed appropriately. For
containers that have been utilized for the storage of acute hazardous waste (P -listed waste), the
container must be triple rinsed to be considered empty and no longer hazardous waste. For non-acute
hazardous waste (U -listed, F -listed, K -listed and characteristic waste) the container is considered empty
if:
Prepared By:
Issue date:
Replaces:
Page:
ACT Environmental Services, Inc.
March 4, 2016
NA
11 of 23
