Hazardous Waste Management Plan • The can is empty according to 40 CFR section 261.7(or that the product it contains is non- hazardous), and • The can itself is not reactive The reactivity characteristic of an aerosol can only be removed by puncturing, which may be considered as treatment in some instances. Therefore, if it is determined that aerosol cans are to be disposed of and they do not meet the two requirements above, Sierra Chemical Co. has chosen to assume aerosol cans to be hazardous and containerize them, dispose of them and manifest them appropriately. Aerosol can puncture devices may be used to completely empty aerosol cans of their contents and diminish reactivity. Moreover, punctured and drained aerosol cans meet the definition of an "empty container" and are exempt from management as hazardous waste management requirements. The contents of the aerosol cans, however, may need to be evaluated to determine if they are required to be collected as hazardous waste when punctured. 6.1 Central Accumulation Areas Hazardous waste must ultimately be placed in closed containers, tanks or in containment structures, bins, or buildings. For the purpose of Sierra Chemical Co., the majority of waste is collected in containers within the central accumulation area. This area is fenced and labeled in the northeast corner of the main warehouse, as observed on the site map in Appendix A. The wastes listed in Table 5.1 encompass all hazardous wastes generated at this facility. All wastes generated onsite, with the exception of a small quantity of waste oil are stored in the central accumulation area in the main warehouse. At least weekly, the central accumulation waste area will be inspected according to the requirements listed in section 7 of this Plan. All hazardous waste containers are labeled in accordance with 22 CCR 26262. All hazardous waste labels must be labeled with the following information: • The wards "Hazardous Waste" • Generator name, address and phone number of the generator; • Contents of the waste stored within; • Accumulation start date; and • The composition and physical state of the waste. Appendix C contains example labels that may be used to label waste containers by Sierra Chemical Co. 6.2 Satellite Accumulation Areas (SAAB) There is one satellite accumulation area storing bleach filters (Non-RCRA solids) located by the bleach containment area. The bleach filters are transferred to the central accumulation area to ensure that accumulation does not exceed one year. All satellite accumulation areas will be inspected at least weekly according to the specifications listed in section 7 of this Plan.
