Sierra Chemical Co. <br />Hazardous Waste Management Plan <br />8.1 Manifests <br />Prior to any off-site shipment of hazardous waste from Sierra Chemical Co., a uniform hazardous waste <br />manifest is completed and accompanies the off-site shipments. The manifest is presented on 8'/=" x 11" <br />paper and contains six (6) copies. Once the waste is loaded on the truck for shipment, the designated <br />appointee from Sierra Chemical Co. prints his/her name, signs his/her name and dates the manifest in <br />blue or black ink. At that time, the truck driver transporting the waste prints his/her name, signs his/her <br />name and dates the manifest. Sierra Chemical Co. then maintains one copy of the manifest. The six (6) <br />copies of the manifest are distributed as follows: <br />• Copy 1: When the manifest is completed by the Treatment, Storage, and Disposal Facility (TSDF), <br />the TSDF's designee mails this copy to the state where the TSDF is located. <br />• Copy 2: When the TSDF has completed this section of the manifest, the TSDF's designee mails <br />this copy to the state where the waste was generated. <br />• Copy 3: When the TSDF has completed this section of the manifest, the TSDF's designee mails <br />this copy back to Sierra Chemical Co. for their records. <br />• Copy 4: When the TSDF has completed their section of the manifest, the TSDF will keep this copy <br />for their records. <br />• Copy 5: When the Transporter has completed his section and transfers the waste to the TSDF, <br />the Transporter will keep this copy for their records. <br />• Copy 6: When Sierra Chemical Co. and the Transporter have completed their sections of the <br />manifest (including signatures) and the hazardous waste has been transferred to the vehicle, <br />Sierra Chemical Co. keeps this copy of the manifest for their records. <br />When Copy 3 of the manifest is returned to Sierra Chemical Co., it is attached to Copy 6 and any other <br />records associated with the shipment. The original manifest (Copy 6) and the copy of the signed TSDF <br />Manifest (Copy 3) must be retained by the EHSS Manager or his/her designee and kept on file at the <br />Sierra Chemical Co. facility. If Copy 3 is not returned to Sierra Chemical Co. within thirty-five (35) days, <br />Sierra Chemical Co. must contact the Transporter and/or TSDF to determine the location of the waste <br />and attempt to reconcile the location of the TSDF Manifest (Copy 3) and/or the waste. If the manifest <br />and/or waste cannot be located within forty-five (45) days, Sierra Chemical Co. must submit an <br />Exemption Report to the California DTSC including a legible copy of the manifest (Copy 6) with a note <br />stating the signed TSDF Manifest (Copy 3) is missing. Legal counsel should be sought if an exemption <br />report is necessary <br />For universal waste or medical waste shipments, a uniform manifest can be used for universal wastes <br />and a medical waste tracking document can be used for medical waste tracking document that meets <br />the requirements specified in the California Medical Waste Management Act (MWMA). Sierra Chemical <br />Co. does not currently generate medical waste onsite. <br />Per the regulations specified in 40 CFR 173.22 and SB 1257, it is ultimately the responsibility of the <br />shipper (i.e. the generator) of hazardous waste to ensure that an appropriate manifest accompanies the <br />waste, that the waste containers are appropriately labeled prior to shipping, the truck is appropriately <br />placarded, and that the drivers transporting the waste have the appropriate hazard endorsements. <br />However, the hazardous waste transportation company contracted by Sierra Chemical Co. provides <br />appropriate manifests, appropriate labeling, ensures that the trucks are adequately placarded and <br />ensures that the truck drivers have the correct driver's license endorsements.
